Bid Openings: Nothing to report. Public Hearings: Ms. Lane presented and read Ordinance 828 relative to the establishment and maintenance of employees pension, annuity, insurance and benefit fund or funds, to amend certain provisions of the pension plan or program applicable to the police employees of the borough. Mr. Zezulewicz opened the public hearing for Ordinance 828. No comments were received; therefore Mr. Zezulewicz closed the public hearing on Ordinance 828. Ms. Kovach motioned to adopt Ordinance 828; Mr. Coffey seconded; all in favor; motion carried. Civil Service Commission: Nothing to report.
Real Estate Tax Collectors Report: Ms. Torris reported delinquent collections in January of $11,472 from $41,000. Ms. Torris questioned if the tax billing date will change to March 1st. Ms. Torris reported she has not received tax information from the county. Mr. Biondo stated the courts have decided the 2002 assessments will stand, with the exception of 2001 appeal reductions. Mr. Biondo suggested council postpones a decision on the mailing date until the assessment and appeal information is received from the county. Council discussed mileage, budget adjustment procedures, and 2001 assessment appeals versus 2002 assessment figures.
Council Committee Reports: Finance: Nothing to report. Library: Nothing to report. Planning and Codes: The agenda package contained an occupancy permit for Tymaco and trash dumpster update.
Public Safety: Mr. Carlucci presented the January reports: District Court Fines - $2,629.80; Parking Citations - $500.00; Report Fees - $285.00; Meter Fines - $245.00; Alarm Fines Received - $500.00; Special Services - $820.00; Police Calls – 309; Hospital report – 71; Animal Control – 6. Public Works: Mr. Coffey reported a five-year contract with Public Works has been executed. Editorial Board: Mr. Zezulewicz asked council to confirm their intention to provide an article for the Spring newsletter. Articles should be received by the first week of March. Ms. Kovach questioned the publishing date. Mr. Zezulewicz stated the newsletter should be finalized by May 1st. MRTSA: Nothing to report.
Municipal Associations: Police Pension Review Committee: The agenda package contained the 12/31/02 Investment Review. Earned Income Tax Collector's Report: January Distribution Analysis: EIT - $29,125.53; OPT - $49.70.
Engineer: Mr. Coffey motioned to authorize the appropriate officials to executed Service Order Authorization 253-03 2002 General Roadway Improvements; Mr. Kirk seconded; all in favor; motion carried. Manager's Report: Ms. Lane noted the agenda contained information from St. Paul Insurance regarding the commercial package policy, minutes of the 2/07 staff meeting, and employee timesheets from 1/07-2/02. Mayor's Report: Nothing to report. Planning Commission Report: Nothing to report. Solicitor's Report: Nothing to report. Treasurer's Report: Mr. Cheberenchick motioned to ratify the January treasurer's report; Mr. Carlucci seconded; all in favor; motion carried. Zoning Hearing Board: Nothing to report.
Other Business: Ms. Kovach requested an updated on the restroom project at Hamilton Park. Ms. Lane reported the contractor will re-construct the walls to provide plumbing. |
