CASTLE SHANNON BOROUGH
MINUTES OF REGULAR MEETING
February 11, 2008

The following elected officials were present: R. Carlucci; M. Cheberenchick; N. Kovach; J. O'Malley; R. Zezulewicz; D. Baumgarten; S. Torris. Council Members P. Coffey and M. Warhold were absent. The following appointed officials were present: T. Hartswick, Manager; D. Biondo, Solicitor; H. Lane, Police Chief. Jr. Council Member A. Kocelko was absent.

The minutes of the January 28, 2008 council meeting were presented. Mr. Cheberenchick motioned to approve the minutes; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Zezulewicz opened the public comment section of the meeting.

George Orr, 791 Killarney Drive - noted a recently installed sign prohibiting a right turn on a red light from Killarney Drive onto Route 88. Chief Lane stated that he is in contact with State Representative Chelsa Wagner's office regarding Penndot's plans for the intersection redesign.

Mr. Orr requested a "No Trucks" sign on Killarney. Chief Lane stated that local deliveries only signs were installed along with appropriate truck signage.

Mr. Zezulewicz closed the public comment section.

Bid Openings:
Nothing to report.

Public Hearings:
Nothing to report.

Civil Service Commission:
Nothing to report.

Real Estate Tax Collectors Report:
Ms. Torris reported that borough real estate tax notices were mailed on February 6th. Collections total $30,000 already.

Ms. Torris noted that Act 77 senior discounts are not listed on the tax bills. The discount is reflected in the assessed value. Information on the Act 77 discount will be posted on the website.

Council Committee Reports:

Building and Grounds:
Nothing to report.

Finance:
Mr. Cheberenchick motioned to ratify the January Treasurer's Report; Ms. Kovach seconded; all in favor; motion carried.

Library:
Ms. O'Malley reported Kathy Shomo, a borough resident and frequent library patron, was elected to the library board.

Planning and Codes:
Mr. Zezulewicz stated that Mayor Baumgarten and Borough Council extend their thanks to David Ross for all his work in the community. Mr. Hartswick introduced Paul Vietmeier as part-time interim code and occupancy inspector. Mr. Zezulewicz thanked Mr. Vietmeier for assisting the borough.

Public Safety:
Nothing to report.

Public Works:
Mr. Hartswick reported that the borough has an ample supply of salt.

Editorial Board:
The deadline for the spring newsletter will be March 17th.

MRTSA:
Nothing to report.

Municipal Associations:

Allegheny County Boroughs Association:
Nothing to report.

Allegheny League of Municipalities:
Nothing to report.

South Hills Area Council of Governments:
Mr. Hartswick reported that the franchising administrative committee met to review an agreement with Verizon. On February 27th the franchising board of directors will meet to review the agreement. A three phase build out requirement is planned for Verizon; however Verizon cable is not available in the borough at this time.

Police Pension:
Mr. Zezulewicz noted that the pension fund increased in 2007; however the market in January 2008 has not been profitable.

Earned Income Tax Collector's Report:
January distribution analysis: EIT - $28,505.27; LST - $626.03.

Engineer's Report:
Nothing to report.

Manager's Report:
Mr. Hartswick presented a request from Keystone Oaks Boy's Soccer Booster Association to waive the park fee for Hamilton Park on Saturday, August 23, 2008. Ms. Kovach made the motion to waive the fee; Ms. O'Malley seconded; all in favor; motion carried.

Solicitor's Report:
Nothing to report.

Keystone Oaks:
Nothing to report.

Zoning Hearing Board:
Nothing to report.

Other:
Ms. Kovach asked about the Baldwin Street/Willow Avenue intersection status. Chief Lane answered that the public works department needs to rent equipment to install vertical posts.
