The minutes of the November 10, 2003 council meeting were presented. Mr. Coffey motioned to approve the minutes; Mr. Cheberenchick seconded; all in favor; motion carried.

Mr. Zezulewicz called for public comments or requests. Being none, Mr. Zezulewicz officially closed the public comment portion of the meeting.

Bid Openings: Nothing to report.

Public Hearings: Nothing to report.

Civil Service Commission: Nothing to report.

Real Estate Tax Collectors Report: Nothing to report.

Council Committee Reports:

Building and Grounds: Ms. Kovach discussed Christmas decorations for the decorative lamplights in town.

Finance: Nothing to report.

Library: Ms. O'Malley announced a breakfast with Santa on December 6th at 10:00 a.m.

Planning and Codes: - Nothing to report.

Public Safety: Ms. Kovach proposed that Mr. Kirk ask SHACOG about proposed joint animal control services.

Public Works: Mr. Coffey motioned to have the borough engineers solicit bids for the sanitary sewer project on Newport Drive; Ms. Kovach seconded; all in favor; motion carried.

Editorial Board: Ms. O'Malley stated that the newsletter layout and format were wonderful. Mr. Kirk noted his copy of the newsletter had the margin cut off.

MRTSA: Nothing to report.

Municipal Associations:

Allegheny County Boroughs Association: Ms. Kovach motioned to donate two $25.00 gift certificates from a local restaurant; Mr. Kirk seconded; all in favor; motion carried.

Allegheny League of Municipalities: Nothing to report.

South Hills Area Council of Governments: Nothing to report.

Police Pension: Nothing to report.

Earned Income Tax Collector's Report: Nothing to report.

Engineer Report: Nothing to report.

Manager's Report: Mr. Hartswick presented information on the County of Allegheny's County Home Improvement Contractor Registration program to cut down on contractor fraud. Ms. Kovach motioned to send council's support to participate in a County Home Improvement Contractor Registration program; Mr. Coffey seconded; all in favor; motion carried.

Mayor's Report: Mayor Baumgarten agreed with Mr. Cheberenchick on the visibility difficulties on the Sleepy Hollow Drive project and proposed installation of sidewalks.

Planning Commission: Mr. Ross presented a subdivision approved by the Planning Commission. J. O'Malley motioned to act on the Sanders plan of lots #101 and #102 to merge three lots into two lots on Groveton; Mr. Coffey seconded; all in favor; motion carried.

Solicitor: Nothing to report.

Keystone Oaks: Mr. Coffey noted that Mayor Lloyd and Chief McKibben of Dormont attended a meeting stating support of a new stadium. Mayor Baumgarten stated the cost of renovating the existing stadium ($5 million) would be equal to the cost of constructing a new stadium.

Zoning Hearing Board: Nothing to report.

Other Business: Mr. Kirk discussed a gas leak on Grant Street that the gas company did not repair. Mr. Kirk reported that Clara Dobb of Rosalia cannot park on her street due to the neighbors monopolizing the parking. The police will check vehicles for licenses and registrations.

Mr. Kirk discussed a vehicle accident at Smith and Willow wherein a vehicle ran into a resident's house. Chevron signs were installed. Guard rails cannot be installed due to the large gas lines on her property.

T. Kirk discussed a pot hole on Route 88 by Family Video. R. Zezulewicz noted that Route 88 is a state road. H. Lane will contact PennDOT.

T. Kirk thanked L. Miller for her assistance with the holiday giving program.
