The minutes of the November 24, 2003 council meeting were presented. Mr. Kirk motioned to approve the minutes; Ms. O'Malley seconded; all in favor; motion carried.

Mr. Zezulewicz called for public comments or requests.

Mr. Stanley Karas, Jr., 3112 May Street - Discussed historical photos he will be donating to the borough. Mr. Karas also requested placement of a street light at the triangle parking section by Linden Grove. Chief Lane will investigate the area for a possible light.

Mr. Zezulewicz officially closed the public comment portion of the meeting.

Bid Openings: Nothing to report.

Public Hearings: Nothing to report.

Civil Service Commission: Nothing to report.

Real Estate Tax Collectors Report: Ms. Torris reported November collections of $5,940.45. The records reflect a 97% collection rate.

Council Committee Reports:

Building and Grounds: Ms. Kovach motioned to approve a quotation by MARSA Masonry Contractor to re-point the brick on the police side of the Municipal Center with a cap of $3,000; Ms. O'Malley seconded; all in favor; motion carried.

Ms. Kovach reported the decorative street lights have been decked with lighted garland on Castle Shannon Boulevard. Additional Christmas décor may be purchased in January at a discount for next year.

Chief Lane noted that the steel door in the Municipal Center beside the Codes Office should have a window installed for safety reasons.

Finance: Nothing to report.

Library: Ms. O'Malley stated the Santa breakfast on December 6th had a good turnout. The library director commended the public works department for a great job in the snow removal.

Planning and Codes: - Nothing to report.

Public Safety: Chief Lane reported that joint police candidate testing through SHACOG will be advertised next week. Tests will be conducted in our borough. Mr. Carlucci questioned if the applicants can choose municipalities. Chief Lane responded that each municipality will have a set of qualifications listed and the candidates may designate preferences.

Public Works: Mr. Coffey commended the public works department for winter maintenance during the recent winter storm.

Editorial Board: Mr. Zezulewicz requested council begin preparation for the spring newsletter.

Allegheny County Boroughs Association: Nothing to report.

Allegheny League of Municipalities: Nothing to report.

Police Pension: Nothing to report.

Earned Income Tax Collector's Report: November distribution analysis: EIT - $50,001.28; OPT - $575.20.

Mayor's Report: Mayor Baumgarten will be installed as president of the Allegheny County Mayor's Association on Sunday, December 14th. Council was invited to attend.

Zoning Hearing Board: Nothing to report.

Other Business: Mr. Kirk questioned whether a borough representative visited the resident of Smith and Willow wherein a vehicle ran into a resident's house. Mr. Hartswick answered Mr. DeLallo responded.
